CFCV Consultant

1. Nature of the consultancy: national consultancy to review legal and institutional frameworks
to ethical recruitment and identify active stakeholders in specified sectors of intervention in Egypt.
2. Objective: IOM Egypt Country Office is organizing capacity building programmes for selected
partners to promote the protection of workers, including migrant workers, especially in the
recruitment phase and along supply chains.
3. IOM project to which the Consultancy is contributing: the consultancy will contribute to
the successful implementation of ‘Safeguarding the Workers on the Move in the MENA Region’
project that is implemented by IOM. The project aims to contribute to the protection of migrant
workers on the move in the MENA region.
4. Tasks to be performed under this contract:
Under the overall supervision of the Head of Labour Mobility and Human Development (LHD) Unit
and in coordination with the Project Manager, the Consultant will be responsible for carrying the
following tasks:
1) Provide a comprehensive overview of existing national legislation and institutions related
to ethical recruitment in Egypt;
2) Analyze gaps in national legislation on ethical recruitment, and provide
3) Provide draft report on the aforementioned topics, including comparative analysis of
national legislation/regulations against international obligations;
4) Based on the approved report, facilitate a workshop to validate the findings of the report,
and propose framework for cooperation between stakeholders.
5. Tangible and measurable output of the work assignment:
1) Compile analytical report on existing national legislation, including comparison to
international obligations, and mapping of active stakeholders in the area of fair/ethical
recruitment in specified sectors;
2) Deliver a workshop to relevant stakeholders for validation of the findings;
3) Deliver final report, including proposed framework for cooperation between all relevant
